2022年夏に、リーズ・ユナイテッドから4500万ポンド(約85億2000万円)の移籍金でシティに加入したフィリップス。しかし、ジョゼップ・グアルディオラ監督のチームではフィットに苦しんだこともあり、今年1月にウェストハムへレンタル移籍となった。
しかし、復活を期して加入したウェストハムでも8試合の出場に終わるなど、大きなインパクトは残せず。当然、ウェストハムに買い取る意思はなく、今夏シティへ復帰となった。
ユーロ2024で招集外となり、プレシーズン期間には十分なアピールのチャンスはあったが、トレーニング、実戦を通じてスペイン人指揮官を納得させることはできず。今夏の放出が既定路線となっていたなか、中盤の主力の穴埋めを狙うエバートンやフルアムといった国内クラブに加え、イタリアのいくつかのクラブとの関連付けもあったが、いずれも交渉は進まず。
